Contractor staff help decide what the government buys and who it hires but don’t have to disclose companies they’ve invested in and aren’t bound by other ethics rules.  Although contractors and feds work side by side and perform many of the same duties, there are no laws requiring contractors to follow personal conflict-of-interest rules that apply to civil servants.
